1. SCIENTIFIC FRAMEWORK OF "FAN S. NOLI" UNIVERSITY

The mission of "Fan S. Noli" University (UNIKO) as a Higher Education Institution is the creation, transmission, development and protection of knowledge, through teaching, scientific research and the services it offers. This mission is accomplished through the development and implementation of policies, principles and procedures that oversee the financial and logistical support that UNIKO provides to its academic units. For this reason, the main aim of UNIKO's support structures focuses on the creation of institutional research mechanisms in relation to well-defined priorities and the involvement of academic staff in quality research activities, without avoiding the elements of the scientific product, publications, partnerships, marketing and services to third parties.

Scientific Research at UNIKO is based on the standards set by the European Research Area (ERA). The main purpose of the structures responsible for academic research at the institutional and academic level is reflected in the growth and consolidation of:

- Human resources;
- Research infrastructure;
- Regional and international cooperation;
- Relations with the economy and society.

 

2. ABOUT "SCIENTIFIC BULLETIN"

  • The “Scientific Bulletin” was first as an annual periodical organ of “Fan S. Noli” University in 1996.
  • In 2009, the bulletin was indexed with no. ISSN 2078-7111. 
  • In its thirty-two issues so far, it has been published in two series:

The series of social sciences and the series of applied sciences, promoting the research work of lecturers of our university, as well as that of professors and researchers from national and international universities. 

 

3. MISSION AND VISION OF THE BULLETIN

The mission of the "Fan S. Noli" University “Scientific Bulletin” is to promote the scientific achievements of researchers. With new scientific trends and the contribution of international researchers, the bulletin is aiming at indexed international databases. 

 

4. THE CONTRIBUTION OF THE "SCIENTIFIC BULLETIN"

In these 27years, the Scientific Bulletin has been supporting the strengthening of academic work, the improvement of curricula, the approach to interest groups, attracting their opinion in order to create bridges of cooperation with the regional employment market. 

With a Decision nr.5, 11.04.2013 of the Board of Administration, all articles submitted by academic staff or students of "Fan S. Noli" University, are free of charge. The University covers all publication expenses for them. Articles submitted by researchers, staff and students out of "Fan S. Noli" University pay a publication fee of 5000ALL .

The university scientific bulletin is based on the open-access concept. It is published and distributed in such a format that is available and accessible to everyone, through the official website.

  

"Open Access" Declaration

The "Scientific Bulletin" adheres to the principles of academic work open- access, allowing any user to read, download, copy, distribute, print, search or link to the full texts of its articles and use them for any other lawful purpose. 

All articles published in this journal are free to access immediately from the date of publication. "Fan S. Noli" 

University does not charge any fee to any reader to download "Scientific Bulletin" articles for further scientific uses . This enables the reproduction of articles, free of charge, using the full information of citation/references. 

All authors who publish with "Scientific Bulletin" accept these as publication conditions. A full version of the publication and all supplementary materials, including a copy of the permission mentioned above, in a suitable standard format shall be deposited promptly, after initial publication, by the publishing bodies of "Scientific Bulletin" to enable open-access, distribution and long-term archiving by "Fan S. Noli" University.

Publication ethics in publication and antiplagiarism procedures of “Scientific Bulletin” of the "Fan S. Noli" University rely on the regulation "ON ETHICS IN RESEARCH ACTIVITY AND PUBLISHER", approved by Order no. 105, dated 23.3.2012 of the Minister of Education and Science.

  • Every paper submitted for publication in the “Scientific Bulletin” must comply with some standard requirements, necessary to ensure the scientific and visual quality of the publication, equality, the freedom of expression, research ethics and copyright protection.
  • The article may have one or more authors. In case the article has multiple authors, the order of authors must be agreed upon by the authors themselves and cannot be changed after the manuscript is submitted. The first author is responsible for correspondence with the Publications Committee.
  • At the time of submission of the article the author(s) fill in the Author's Declaration.

The author/s submit their article in one hardcopy and one electronic copy. The electronic copy must be in .pdf format and in .doc or .docx format. At the time of submission, the responsible person who receives the article, checks it for compliance with formatting requirements.

  • The Secretary of the Editorial Board reports every violation of these parameters and the article is returned to the author for revision, to conform it to the formatting requirements.
  • If the article meets the requirements, it undergoes the plagiarism check, after which the Editorial Committee carries out discussion process on the appointment of the peer-review experts.

PEER-REVIEW

  • The scientific evaluation of the articles is done by experts of the respective fields. They are appointed by the Editorial Committee.
  • The expert must be a professional in the field and must have knowledge of the problem the article addresses. He/she cannot be a member of the Publications Committee, a co-author of the presented article, or a co-author with the writer in previous articles that deal with a similar topic.
  •  For each article are appointed two experts, who evaluate it independently from each-other.
  • The expert handles the article within the time specified in the contract and compiles the Article Review form, which is a standard document.
  • The name of the expert is confidential for the author of the article and the name of the author of the article is confidential for the expert, in order to avoid the possibility of influence the evaluation. 
  • If the experts evaluate the article as suitable for publication, it is submitted to the meeting of the Scientific Board, which provides the final approval for publication.

 

PUBLICATION OF RESEARCH RESULTS

The research activity of the “Scientific Bulletin” aims to produce and increase research knowledge offered by “Fan S. Noli” University. 

The publication of the results of the research activity is a cornerstone of the research process, which makes the researchers known in the scientific community and enables them to make their activity available to a larger academic network. 

 

Publication of qualitive research

“Fan S. Noli” University publishes the results of the research activity developed in an environment where integrity, reliability and responsibility prevail.

  • Protection of confidentiality and respect for intellectual property rights.
  • Guaranty of the awareness of the parties participating in the research about the rights and limits of information regarding confidential data.
  • The institution follows a policy which protects the intellectual property rights of the institution, researchers and funders of the research activity.
  • The institution guarantees, through the financiers of the research activity, the timely and quality publication of its results and informs the researcher, in case of delays and obstacles related to the publication.

Online publication of the results of the research activity

  • “Fan S. Noli” University publishes on the institution's official website in unmanipulated formats the scientific articles published in scientific journals, inside and outside the country, by researchers who carry out research activities.
  • “Fan S. Noli” University foresees in its policies the case of preliminary publications of researchers' works, which the authors, themselves, choose to make available to the scientific community, by publishing them online on the official website of the institution. 

 

Avoiding plagiarism

  • The author is obliged to fully and accurately cite the authors and their works, which he/she consulted as primary sources or secondary sources of their work. 
  • The applicant should not present the same scientific achievements in several publications, nor similar publications without noting improvements or changes from previous publications.
  • Collaborating researchers agree on authorship of a publication at an early stage of research activity and review their decisions periodically.

 

The term "peer review" is used to describe the independent and unbiased evaluation of research by other researchers in the same field. The evaluation of the research activity is a procedure used by the institution itself or by the organizations that finance its research activity to measure the efficiency of this funding in function of the effectiveness of the research activity. 

The evaluation is based on several indicators related to: the communication of the results of the research activity, the continuity of the research activity provided by these results, the recognition of these results by the rest of the scientific community and the advertising of these results.

 

Responsibilities of the reviewer:

It is important that the reviewers meet the following criteria:

  • be honest and respect the evaluation deadlines;
  • act in full confidentiality and not interfere with the content of the scientific paper;
  • declare any conflict of interest prior to inclusion in the evaluation;
  • respect the criteria applied for evaluation;
  • refuse to be involved in an evaluation that is outside their field of expertise;
  • evaluate scientific works correctly, without being influenced by external circumstances;
  • submit written reviews for the evaluation of the works, for which they are assigned to be evaluators.

  • Members of the Scientific Board are self-nominated and elected by a simple majority of votes by the Academic Senate, for a 2-year term, with the right to re-election. They may be full-time employees or academics of "Fan S. Noli" University, or staff invited from national and international institutions of higher education, with scientific titles. 
  • The members of the Scientific Board represent different fields of study, within the framework of the fields of study published by the “Scientific Bulletin”.
