1. SCIENTIFIC FRAMEWORK OF "FAN S. NOLI" UNIVERSITY
The mission of "Fan S. Noli" University (UNIKO) as a Higher Education Institution is the creation, transmission, development and protection of knowledge, through teaching, scientific research and the services it offers. This mission is accomplished through the development and implementation of policies, principles and procedures that oversee the financial and logistical support that UNIKO provides to its academic units. For this reason, the main aim of UNIKO's support structures focuses on the creation of institutional research mechanisms in relation to well-defined priorities and the involvement of academic staff in quality research activities, without avoiding the elements of the scientific product, publications, partnerships, marketing and services to third parties.
Scientific Research at UNIKO is based on the standards set by the European Research Area (ERA). The main purpose of the structures responsible for academic research at the institutional and academic level is reflected in the growth and consolidation of:
- Human resources;
- Research infrastructure;
- Regional and international cooperation;
- Relations with the economy and society.
2. ABOUT "SCIENTIFIC BULLETIN"
The series of social sciences and the series of applied sciences, promoting the research work of lecturers of our university, as well as that of professors and researchers from national and international universities.
3. MISSION AND VISION OF THE BULLETIN
The mission of the "Fan S. Noli" University “Scientific Bulletin” is to promote the scientific achievements of researchers. With new scientific trends and the contribution of international researchers, the bulletin is aiming at indexed international databases.
4. THE CONTRIBUTION OF THE "SCIENTIFIC BULLETIN"
In these 27years, the Scientific Bulletin has been supporting the strengthening of academic work, the improvement of curricula, the approach to interest groups, attracting their opinion in order to create bridges of cooperation with the regional employment market.
With a Decision nr.5, 11.04.2013 of the Board of Administration, all articles submitted by academic staff or students of "Fan S. Noli" University, are free of charge. The University covers all publication expenses for them. Articles submitted by researchers, staff and students out of "Fan S. Noli" University pay a publication fee of 5000ALL .
The university scientific bulletin is based on the open-access concept. It is published and distributed in such a format that is available and accessible to everyone, through the official website.
"Open Access" Declaration
The "Scientific Bulletin" adheres to the principles of academic work open- access, allowing any user to read, download, copy, distribute, print, search or link to the full texts of its articles and use them for any other lawful purpose.
All articles published in this journal are free to access immediately from the date of publication. "Fan S. Noli"
University does not charge any fee to any reader to download "Scientific Bulletin" articles for further scientific uses . This enables the reproduction of articles, free of charge, using the full information of citation/references.
All authors who publish with "Scientific Bulletin" accept these as publication conditions. A full version of the publication and all supplementary materials, including a copy of the permission mentioned above, in a suitable standard format shall be deposited promptly, after initial publication, by the publishing bodies of "Scientific Bulletin" to enable open-access, distribution and long-term archiving by "Fan S. Noli" University.

Publication ethics in publication and antiplagiarism procedures of “Scientific Bulletin” of the "Fan S. Noli" University rely on the regulation "ON ETHICS IN RESEARCH ACTIVITY AND PUBLISHER", approved by Order no. 105, dated 23.3.2012 of the Minister of Education and Science.
The author/s submit their article in one hardcopy and one electronic copy. The electronic copy must be in .pdf format and in .doc or .docx format. At the time of submission, the responsible person who receives the article, checks it for compliance with formatting requirements.

PUBLICATION OF RESEARCH RESULTS
The research activity of the “Scientific Bulletin” aims to produce and increase research knowledge offered by “Fan S. Noli” University.
The publication of the results of the research activity is a cornerstone of the research process, which makes the researchers known in the scientific community and enables them to make their activity available to a larger academic network.

Avoiding plagiarism
The term "peer review" is used to describe the independent and unbiased evaluation of research by other researchers in the same field. The evaluation of the research activity is a procedure used by the institution itself or by the organizations that finance its research activity to measure the efficiency of this funding in function of the effectiveness of the research activity.
The evaluation is based on several indicators related to: the communication of the results of the research activity, the continuity of the research activity provided by these results, the recognition of these results by the rest of the scientific community and the advertising of these results.
