The Internal Quality Assurance Unit (IQAU) was incorporated into the University’s structure as a new unit following the approval of the “Fan S. Noli” University Administration Council with Decision No. 2, dated 06.05.2008. The University Senate, with Decision No. 33, dated 17.11.2009, decided to establish this unit and define its composition. It operates in accordance with Article 103 of Law No. 80/2015 “On Higher Education and Scientific Research in Higher Education Institutions in the Republic of Albania,” as well as the criteria set out in Articles 73 and 74 of Chapter IX “Quality Assurance” of the “Fan S. Noli” University Statute. The Internal Quality Assurance Unit is composed of a coordinator from each main unit. An Internal Assessment Group is established in every main unit, with representation from each basic unit and student organizations.

The NJSBC supports and provides expertise to the faculties and departments. Its members regularly visit these units and are invited to assist in developing relevant quality assurance processes. Their expertise focuses particularly on implementing quality assurance mechanisms in teaching, assessment, and student engagement in the learning process. The NJSBC also coordinates communication among various university structures, especially when the process is delegated to faculties or when assessments are organized by the University. This coordinating role extends to other university units when the process involves staff development or the collection and analysis of institutional data.

The NJSBC interprets national and European quality assurance requirements to adapt them to the institutional context. Its members ensure that these national and European standards are recognized and integrated into the University’s practices. The NJSBC monitors processes by providing guidance, collecting information, and identifying issues, which are then forwarded to the responsible units for resolution. It also administers, organizes, and prepares external evaluation visits or invites external experts to train staff involved in internal evaluation
